C1E and cool and quiet not working

I just got a new system assembled and I cant seem to get the C1E and Cool and Quiet to take effect.

No matter what cpu fan speeds are at 3400 and it runs max voltage 100% or the time. The multiplier stays locked a x16. Anybody else having this issue with this board and cpu combo?

Do you have CnQ enabled in our BIOS, enabled Minimal Power Management in your Power options, or do any overclocking?

yes both are enabled. I have even tried disabling and re enabling them and no change. All other settings are currently on auto and running at stock speeds.
