CMV8 cpu replacement fan high rpm

Hi guys. I read the forums alot and I usually find the answers I'm looking for but I'm kinda stumped on this one. I bought a CMV8 a while back and while I was replacing the fans in my Antec 900 to 3pin fans instead of molex I figured Id throw one in my CMV8. I got 4 xigmatek xlf-1254. 2 front, 1 rear and one for cpu cooler. The others are working great with my motherboard but the cpu fan is running at a constant 1500+rpm even when I change the settings in the bios. Is this because I need to get a PWM fan for the cpu? I plugged the fan into an optional fan port and I was able to control it.

System:
asus rampage 3 formula
intel 930 with coolmaster v8
asus gtx470
6gb corsair XM2 ddr3
1000w corsair power sup
WD 7200rpm 1.5tb
win 7 64.
