It is an interesting solution, but fixing the original problem will be the best option. Having blowers hanging off the rack blocks access to the equipment and makes it difficult to swap out.
 
Merely a suggestion. Plenty of air flow for roughly 100$, pipe it cool that rack stack and more.

In fact just having that in a warm room would move the air enough to actually cool ambient temps too.
 
Maybe try taping pieces of paper to direct the airflow over the heatsinks? Once you figure out the configuration that gets nice low CPU temperatures, make some more permanent guides with static dissipative plastic.
