G.SKILL Ripjaws V Series 16GB F4-3200C14D-16GVK and CORSAIR Vengeance LPX 16GB CMK16GX4M2B3200C14R I was wondering what ICs do they use to have low timings?
 
with corsair its by the version listed on the sticks, i think gskill is more by the sn.
 
Both are probably on new Samsungs - 8GB single rank modules - b die or something similar. G.Skill like 99.5% as they make everything higher on Samsung now while Corsair probably the same as there is no big choice on the market. There is no other IC in mass sales which can make 3200 CL14 at low voltages.

Corsair has pretty relaxed timings for this memory as they are sometimes using other IC and want to keep the same PN. CL is not saying all about memory.
Anyway you can find similar IC in G.Skill and other brand 2x8/4x8GB kits at:
3000 14-14-14
3200 13-13-13/14-14-14/15-15-15
3466 16-16-16 ( I haven't seen tighter at this clock )
3600 15-15-15/16-16-16/17-18-18 ( that last one in early TridentZ, Johan45 has one of these )
3733 17-17-17
