DDR-1600 vs DDR-1333

I currently have 4GB of DDR3-1333 in my ASRock H61M-VS motherboard. H61 cannot set anything above DDR-1333.

I'm considering an upgrade to 8 GB, and see two 8 GB kits the same price:

Kit 1:
G.SKILL Value Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666) Desktop Memory. $36.99

Timing is 9-9-9-24, and this will obviously drop right in, replacing my current Mushkin RAM.


Kit 2:
Pareema 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory: $36.99

Timing is an identical 9-9-9-24.

questions: How reliable is Pareema RAM?

Assuming Pareema is reliable, I assume I could downclock the 1600 to 1333 at tighter timings? (say CAS8) without much difficulty?
 
I've never heard of this brand, this however should not stop you from buying it. RAM is RAM.
If their support/RMA process is easy it should all be okay.
Comparing RAM is like comparing a Porsche versus a Trabant.
Sure, the Trabant has like 10hp compared to the 300 your average Boxster has, but they're both made for driving your a** to different places.
