That's what I did. Picked up a 6C/12T i5-10400/MSI H410 combo for $210, added a used RX 570 for $106, installed it in my $50 old Corsair case with my $24 450W EVGA PSU, and installed my $82 500GB NVMe M.2 drive. Runs nice and fast, quiet, with no AGESA nonsense. Including the cost of my CM Hyper 212 EVO it comes to around $500.With that said it is entirely possible to build powerful budget builds. I would argue that the budget builds of today far surpass the budget builds from the late '90s.
