Is that with any voltage mods?

I want to find the most silent fans with a large flow rate -- and use them with fan controllers so that I can crank them down, get near silence, and still have decent air flow... and ofcourse crank them up when I need the air moving faster yet still have them be pretty quiet.

Which fans are best for that?
 
For flow scalability recommend Panaflo M1A, 38 mm thick. Offers good pressure capability, low noise signature at 5-7v, larger flows at higher volts.

Those two rads dont perform identically, because well they are not idnetical. The hard core types always seem to recommend the shorter dual pass model for performance. But depending on layout planned the cross flow version may be easier to integrate. You will have to make that call obviously.
