Are there any out there yet? Are there any plans for them to come out?

What about successors to enthusiast boards from Asus or EVGA?

Also, are LGA 2011 boards that support Haswell backwards compatible with Ivy and Sandy Bridge based Xeons?

There are currently no 2011-3 boards released for haswell-e, single or dual socket, because it isnt released. Haswell-e will not be pin compatible with sandybridge-e and ivybridge-e so there will be no backwards compatibility. Haswell-e with x99 based 2011-3 boards are due out in the second half of the year.

I would expect new platform at the end of the year. Maybe premiere in Sept/Oct. if won't be any ( usual ) delay.
