EVGA x299 Micro: How do you turn off EIST without turning off Turbo?

Recently upgraded to i9 7900x. I have overclocked to 4.8 Ghz, but in order to OC to 48x100, I have to leave EIST and Turbo on. I can't leave Turbo on and turn off EIST, so my OC fluctuates.

Any help?

Try to set windows power to high performance from balanced.

In windows right, not some setting in bios?
