Factory reset computer. No java

So I am tinkering with this older computer, and I factory reset it to clean the harddrive. When I go back to install Java it downloads fine, but when I try to open something with Java it won't give me the option to open it with it. I have uninstalled and redone loaded Java multiple times and made sure it was the right version and it doesn't fix it. Any help would be appreciated.

Windows 7 home premium 64 bit . Java 8 version 101

Are you installing both 32-bit and 64-bit Java?

No. I only downloaded the 64 bit version

Install the 32-bit version as well.

Not all programs run in 64-bit, and will need the 32-Bit Java.
