SOLVED FX8210 temps question

I build my mew AMD pc, and installed Corsair H40 Water cooling, but still my temps when idle (still havent put OS, bios measures) goes up to 58-61 C, i have 3 x 12cm fans blowing air, 1 into the radiator from outside, 1 on top of CPU pump blowing inside and one blowing out at the bottom.

Is this temp normal?

found the solution

The fan speed of the radiator was only 900 RPM, now I have changed it for a 1900 RPM fan and the temperatures are steady at 48 C when idle.
Also I added 2 more 1200 RPM fans for case
