Hello. I've been using my rig since mid of 2012 and facing a irritating but serious problem right after assembling it regarding the memory. At first I'm mentioning the configuration of the PC so that you can assess the problems better.
Processor: AMD FX 8150 Black Edition
Mobo: Gigabyte FXA-990 UD3
RAM: 16 GB (4X4) Corsair Vengence 1600 Mhz
HDD: 1 X 32 GB SSD (i know its less...it was a mistake), 1 X 500GB, 1X 2TB
Cooler: Coolermaster V6 GT
Casing: Thermaltake Armor REVO
2 X DVD RW
Graphics: Sapphire Radeon R9 290 Tri-X 4GB DDR5
Monitor: Vierwsonic VX2453 (24 Inches) Full HD LED

Note:
1. 2X 4GB Corsair Vengeance Blue & 2 X 4GB & Corsair Vengeance Low Profile (Total 16 GB).
2. Both models are of 1600 Mhz Duel Channel DDR3 (9-9-9-24)

Problems:
1. Total installed memory is 16 GB but Windows 7 (64 Bit) shows 12 GB (7.98 GB Usable). Why is that ???? (shown in the picture)

2. At first I thought may be the windows version is corrupt of damaged or it might be a bad copy, so changed it...installed the OS from 2/3 more sources I collected. But the result is same.

3. IN FEW OCCASIONS I found windows actually was showing 16 GB RAM. I quickly took a snapshot of that one day (shown in the picture). How?? I got confused !!

4. So I ran CPU-Z to know in details and more accurate. And it says my 16 GB RAM is installed (2 X Summaries snapshots are given). Slot by slot they showed things are fine. Then why the hell windows doesn't? I know 32 bit has some RAM utilizing or showing limitation but what's wrong in this case?

5. Now I ran 'AMD System Monitor' as well and they are showing the RAM is 8 GB !!! (Snapshot given). WHY >>??!!

6. Then I installed "Speccy" and opened the system summery and it shows RAM is 16 GB !!! Why ???

7. The Bus Speed of my RAMs are 1600 Mhz but why is showing 671 Mhz in speccy and CPU-Z ? Is it suppose to be like this? I dont know much about this.

Brothers, now tell me what is to be done here? How much RAM my machine is dealing with right now? What should I say? Any solution for me ? You kind advice will be really helpful and appreciated. Thanks.

first, pull and reinstall all memory sticks, cpu-z shows you're in single channel mode.

Im assuming you're overclocking here. Have you messed with the RAM timings in bios?

Go check your UEFI, and see what your ram is set at. BIOS should indicate more than your programs are right now.

As for the 671, thats dual channel mode, which means you are running at 1342, which is still too slow for 1600mhz ram.

That said, I would trust CPUz over AMD's system monitor and windows performance monitor.

whats you;'r msinfo32 say?

edit: nice catch caddi :D

The 671 is NOT indicative of dual channel mode but DDR which is DUAL DATA RATE and thus it uses the ram on rise and falling signal so Dual Data Rate and must have the CPUz reading multiplied by 2 to get the actual DDR ram speed.

I wanted to make that clear because we are trying to get the ram to run DUAL CHANNEL since it is shown as Single channel now and not dual channel. We need to stay with the most accurate definitions.

Right you are, my bad  That said, its still too slow to be indicative of 1600mhz, so theres definitely some funky stuff goin on here.

+1, the speed listed has nothing to do with how many channels its using. Its reading the 'default' JEDEC speeds that most do upon initial boot.

@ OP - Get the dual/single channel thing worked out first, then we can tackle why things are not being consistent.

Sounds like it is using the 1333 strap instead of 1600 is my guess.

Not sure if it will make any difference, but I would make sure both modules from a kit are on the same memory channel. In the case of your motherboard, one of the kits should be in slots 1&2 and the other kit should be in slots 3&4. Check the printing on the motherboard or your manual for which slot is which.

RM2, as others have suggested, just because you install memory rated for a certain speed does not mean the motherboard bios will run it that fast. If you install 1600 mhz ram and the default bios setting is 1333 then it will show up as 1333. You need to go into bios and manually set the ram speed.

Now we assume these four sticks of RAM were purchased as two dual channel kits rather than purchased as individual sticks. Is this correct?

I would also run Memtest86+ on the system overnight to check for bad memory modules or bad memory sockets. If the program throws errors then take out all but one of the sticks at a time, rotating each of the four sticks among the four slots. This would take some time but you can do it during the night when you are sleeping.

System has bad or marginal stick of ram or the two kits are not really alike and the bios/board is trying to set the ram and tiimings with some problems.

Guys I have aaded more snapshots required for u to assess...Please look at them.I wanna mention that I have been facing this problem right from the very first day of assembling it when I had all 4 X Corsair Vengeance Low profile RAM..Now I have 2 X LP & 2 X Vengeance Blue (Same Spec). Providing yout he link of those RAMs as well, incase u wanna see the specification

first, get it down to one kit of ram!!!! then post a screenshot of the cpu-z memorey tab.
that is step #1 to try to get this corrected, we may never get anywhere with mismatched ram from the get go.

The ram isnt configured in the bios. Do that and then we move on if theres still issues.

Most ram runs 1333mhz if you just plug it into a motherboard and go. Even if you buy 2400mhz, it will never run above 1333mhz, until you set it to.

I have underlined it, it says right there in you bios its only set to 1333mhz

I will agree fully, but since it is the same ram just different coolers, they arnt as mis-matched as they could be.

But it could be the problem, since the mis-matching is also done on channels, running one low and one high profil on one channel, and one high and one low on the second channel.

At the end of the day, theres a few things that can and possibly will have an effect as to why this is going on.

I agree, but if it wont run dual channel on one kit it will never run it with two and all the setting up will never do any good.

As for only showing 12GB out of 16GB, you probably have a 4GB stick that isn't seated fully and is only making partial contact. It happens sometimes. Heck, I've had that happen to me on some of my computers. So, you'll want to reseat all of your memory modules to make sure you get them all in and fully seated. You only have three sticks out of four fully seated, which is also why it is showing your memory as being in single channel mode.

As for showing 671MHz, you have it set to 667MHz/1333MHz memory divider/memory strap/memory multiplier in the bios, you'll want to change that to 800MHz/1600MHz effective ram speed and also manually configure your timings to match those of the rated speed (if one kit has higher timings, you will want to configure to the one with higher numbers for the timings so that both kits will be stable). With the overclock it is pushing your ram from 667MHz to 671MHz.

Also, unrelated to your question, but you have your fan on your CPU heatsink on backwards, it is blowing hot air back into your case.

1 very important piece of information is missing ...... which revision of the 990FXA UD3 are you using. It doesn't look like the rev 4.

CPU Host Clock control Set to 200
Set memory clock. Put on manual to give you 1333mhz
DDR3 Timing items, needs to be set on manual and set your timings manually
System Voltage control needs to be on manual
Set CPU NB VID control to 1.23-1.25 volts for 1600mhz ram or higher
CPU Clock ratio set it to 3.8 ghz
CPU Northbridge you can set to 2400
Core Performance boost DISABLE
CPU Host clock control as I said before set to 200
Load Line control set to very high
AMD APM Master Mode Disabled
OnChip Sata Type Set to AHCI no need to run IDE
eSATA3 Ctrl Mode needs to be Same as sata or AHCI

And of course figure out the ram problem.
