hardware accelerated GPU scheduling: does it work for all videocards?

I have some questions about hardware accelerated GPU scheduling.

Is hardware accelerated GPU scheduling something that can be enabled for any GPU of any generation? Or is it restricted to Team Green and late model videocards?

Does it require the game developers implement it to be useful?
 
I did find out that at least for Nvidia, hardware accelerated GPU scheduling works all the way back to Pascal, which kinda begs the question, if Nvidia can get hardware accelerated GPU scheduling working back to pascal why couldn't they get SAM/CAM/resizable BAR working with/Turing? CAM is what asrock calls resizable BAR: Clever Access Memory.
