This is an odd question, and I'm not sure if this is even the right place to put it, but I am going to be upgrading to a 4770k when they come out, but before that I am going to be modding my case quite a bit. taking the mb tray to be powdercoated etc. I want to cut a hole in the mb tray so I have access to the backplate before I get it powdercoated. Is there any standard of location for the CPU so I can make these cuts before I buy the mobo, or do I have to wait?

I would not worry about this. It's standard and I doubt Intel will force all the case manufacturers to redisgn their cases!
