How to tell if Ive OC'd to Volt limit

Ive got a eVGA7950GT, which I have running at 640/775. The core temp under full load dont go above 55C, as Im running a Zalman cooler on it. What Im trying to figure out is why I cant get it any higher. RivaTuner drivers dont seem to wanna let me get 650, and when I do get it set at that, when playing FEAR the guys arm gets strange little black dots dancing across it. What is holding it back from going further, I wouldnt think its heat, so is it voltage?
