In what context and while doing what?
A base install of XP uses less than Windows 7. Windows 3.1 uses less than both of those. DOS uses lower than all of those. That metric doesn't mean anything, though.
If you are running hardware that was made in the past 4-5 years, I would suggest Windows 7. While it takes more memory initially, it has better memory management, along with other features.
