I picked up a mobo/cpu combo for a low budget computer. The motherboard is a biostar a780l:

I am trying to use the onboard video for this computer but this is what happens:

The images are distorted/messed up about 60% of the time and I have tried installing and reinstalling different ATI drivers but can't get it to fix. Has anyone seen this before and have any idea how to fix this? it has been REAL frustrating
 
Looks like the video card is toasted. Does it have weird symbols/dots/lines in the BIOS too?

BIOS is perfectly fine. No problems whatsoever. In fact, it mostly just happens on internet browsers. Ive tried chrome/IE/ff and its the same. I don't think the video card is toasted as the BIOS runs without artifacts. Look at this pic:

You can see on the left, my Win7 background is ALWAYS ok. Even the taskbar is always good. Its just on internet and some games that it does this. Any suggestions?
 
Remember too that once your background is loaded in vmem, it isn't changed. BIOS is also very low load on the video card, so "no issues" there does not indicate that everything is working. Internet browsers, on the other hand, change very frequently. This could still indicate that something is broken. Download and run FurMark, see if it happens there.
