i have a msi board z77a-g41 with a core i 5 3330 ivybridge but my memory operations per second rating is 5.9 it was 7.4 when i first installed the board, how do i return it there

WEI is pretty much a useless barometer for performance. I honestly wouldn't worry about it. Its inconsistent. You likely had/have something going on that is taking some of that bandwidth when you are running the test.

I really wouldnt worry about it.
