Can no longer OC my 6800GT after building new computer

Here is the deal. I just built my new computer. 1st I am going to give you my stats of my old system and 3DMark03 score.
AMD Athlon 2400+ XP
eVGA 6800GT (390/1100)
ECS K7S5A Pro Mobo (4x AGP and cannot change voltage or anything)
512 MB RAM DDR PC2100
3DMark03 Score of 10166

Here are the scores I got with my new system:
AMD A64 3200+
eVGA 6800GT (speed next to scores)
MSI K8N Neo Plat (8x AGP and not messed with voltage)
512 MB RAM DDR 2100

350/1000 = 10122
360/1020 = 10267
365/1030 = 10382
370/1040 = 10548
375/1050 = 8400 (Video flashed at end of last test which I know dropped the score. Ran it again and froze at Troll's Lair game test.)

My question is. Would 8x AGP be making my video card over heat more? My old computer with same video card let me OC it to 390/1100 with out a prob. Now this one is not letting me get anywhere near it. With this Motherboard, do I need to chagne my voltage in the higher speeds? What could be causing these results of not letting me OC it more. Is it just overheating more or something? Any suggestions would be helpful. Thanks

what PSU are you using? sounds like a power issue, you might try upping the AGP voltage in bios. try disabling fastwrites, check the rails. it might be a cooling issue, what are your temps? you could try removing the side panel on your case to see if it helps. and you seriously need new ram. looks like you live near a fry's, they have 1gig of OCZ pc3200 for 100$ after rebate, i think its cas3 though, but thats still a good price

I just bought a PSU because I knew I was going to need one for this comp. I went from 350 watt to 420 watt with many more amps. What exactly does upping the voltage in the BIOS do? At the moment is in only at 1.5. I have my side panel off with a 12" fan blowing in because I thought it was a overheating and I still think it is. When 3DMark03 ends and I finally get to the temp meter the temp is around 69*C. As for RAM I am going to be buying a gig of Corsair XMS at the end of the month, but how would the RAM be effecting my OCing of a video card? I knjow it matters with the CPU. And what do you mean check the rails?
