Really wondering about better timings or higher frequency. I tried my best at 3600, just would not boot. 3466 has been stable, so here is where I am at. Dropped to cl15 from the stock 16 and 1.4v. I know you guys will have some great guidance. Thanks :)

If I read it correctly then you have TridentZ RGB 3200 16-18-18 2x8GB kit. If I'm right it's based on Hynix IC but you can check using something like Thaiphoon Burner software ( free version can read memory info ).
If it's Hynix then it will run about as high as you already set. In general depends on voltage it will be something like:
14-17-17
15-17-17
14-18-18
15-18-18
16-18-18
15-19-19
15-20-20
or something similar up to 3733 but most of these kits can't make more than 3600
What is possible is 3600 16-19-19 1.35V or 16-18-18 1.35-1.45V.
 
I ran Thaiphoon burner and you are correct, it is Hynix. Thank you very much, now I can test some more with the info you have provided.
