dead psu or motherboard?

Tried booting my psu with the paperclip test and nothing, so thinking the psu was dead but then after some more tries I got it to work with the paperclip trick. plugged it back in the mobo and nothing, then paperclip test again and it wont power on. No blown caps on the psu but do you think its still the issue?

weird, I don't know which is the issue, do psu's have safety features keeping them from booting even with the paperclip rig? its a logisys ps550a-bk. mobo is a Jetway I31GM4 775 socket mobo.
 
Almost certainly PSU.
Logisys PSUs are terrible. They also don't generally have any safety features, let alone paperclip avoidance features!
 
Well the psu was dead for sure. tried many times to run with paperclip and nothing
Got the board to post after resetting CMOS :)
