Public Broadcast testing

tried changing the config file to only listen to port 8080 and then rebooted the entire computer. went to start apache and this is what it spit out at me:

any guidance from here would be appreciated, not sure how to give it a socket to listen to.

Something else is using the port. Did you accidentally start apache twice?

hmm, don't think so, but perhaps it's in my startup file. either way i tried to access it and it still wouldn't work. didn't have much time to tinker with it last night before crashing.
