Q6600 Overclock problem, Please Help

I have a Q6600 Overclocked to 3.0 gig. When I built it, CPUz showed a constant 3 gig @ x9. Now, CPUz is showing it switching between 3.0 gig @ X9 to 2.0 gig @ x6. When I run speed tests, all the tests (from different several companies) show a 3.0 gig speed. All my Temps from CPUID show at 37-38C. My MB is a Gigabyte GA-P35-DS3R. I did upgrade the BIOS to F6 for this MB. I am certainly not an expert in overclocking.I know you all are way ahead of me, but I like this system and this is bugging me. Any help is appreciated.
BIOS doesn't show a VID but does show "Normal Voltage Vcore = 1.31250v", which looks suspiciously like CORETemp reporting my VID of 1.31250v. I have CPU Voltage at 1.2750v. I maybe under voltaged for the CPU but it's running.

Turn off CE1 and Intel Speedstep, if they exist in your BIOS. My guess is your BIOS update turned them back on, or started supporting them better. They are power saving features, really not a bad thing, but sometimes can interfere with a good overclock. This help?
