Question about my video cards PCI-E settings

I was looking at something and noticed that it said my PCI-E speed was PCI-E Gen3x16 @ PCI-E Gen1x16. Is my video card not configured right? Am I reading this backwards? Is an aTi R9 290 only capable of Gen1x16 speeds? Wasnt sure if this should be in the video card section or motherboard section.

Put a load on it and it should jump up to normal speeds. Gpuz has a small integrated test for just that...use it to check. Pcie speeds will lower when at idle.
