Let me add my two Cents.
The specs listed on games are generally above what the game actually requires. This is standard practice for game requirement specs.
A power supply unit that is listed on the sims 3 box*or spec sheet if digital* is probably the least accurate recommendation, because it depends on how much your system will draw. You could have a next generation, High efficiency 1060 which draws less wattage than a 650ti (correct me if I'm wrong there).
The point is, take video game requirement spec sheets with a grain of salt. Run what you can afford to run, and get the best components you can. Upgrade if performance is undesirable.
