Safe to unplug case fans while system is running?

Unplugging a fan, no worries, done it many times. I have plugged case fans back in while running and had no problem there. But, once when I plugged LED lights in, one of the two bulbs got real bright and then burned out. After that, I never risked hot plugging anything in, including fans, just in case.
