I put together barebone kit the ram is reading at 1333mz but my ram is 1600 why is it reading at 1333mz and also is switching it that big of a deal

It's defaulting to 1333 in bios. You will need to go into bios and manually set the ram divider to 1600. It will likely mean taking the "DRAM Frequency" or somethign to that effect off of "Auto" so you can see the speed choices. This is very common noob question we see all the time on the forum. Don't feel bad. Many have had the same issue.
 
might find it called "XMP Profile" in BIOs as well,
1600 ram rarely defaults to 1600 and usual has to be manually set to 1600 not a big deal...
