Stock is so large that I wouldn't panic. Recently new batches are appearing so I guess there is enough for next year and in 2020 we will probably see DDR5. Also, most users see no difference in the used IC. Only really small % of users like PC enthusiasts and overclockers care about Samsung B under the heatsinks. Samsung doesn't care. It also doesn't mean that new IC will be worse for OC.
2 days ago there was a news that ADATA beat WR in DDR4 memory clock, today is Ballistix on Micron-E which was mentioned in my memory thread but I have 4x16GB kit so of course much harder to OC ... and still can make 4000 CL17 1.35V.
