"testing" a psu, any way?

can you put a volt meter on the 5v line and read the voltage it gives to see if its stable or not? would that be a good measure to see a good PSU from a bad?

just curious, dont want to "settle" for a specific speed when its the PSU thats causing the issue.

I have an thermaltake purepower 420w if that makes a difference.
 
The voltage rails of a PSU are a good indicator of the power quality coming out of the PSU but there are many other factors that affect the power quality, and many of them require labratory equipment to test for. Another indicator you could look at is how hot the air coming out the PSU's exhaust is. If it's very hot then your PSU is at it's limits.
