I've never owned an sk-7 so I can't vouche from experience. But from this article http://www.overclockers.com/articles373/ the slk-800 would be probably around 2-3 degrees celcius cooler.
it doesnt have the same surface area does it?. surly it cant, its not nearly as big as the slk-800. Also, the smaller base on the '800 helps - dissipates heat quicker.
On an AMD the SLK-800 will deifinately beat the SK7 by 3c or more depending on how much you oc.
On an Intel cpu the SK7 might actually beat the SLK-800 by a few degress because the SLK doesn't cover the entire IHS while the SK7 does. I have read quite a few posts here about the SLK-800 and 900 performing poorly on the P4.
Look at the bottom of the two heatsinks. The SLK-800 has a very open bottom compared to the SK-7, which allows more air to flow through the heatsink. And, of course, more air means better cooling.
