unable to start firewall

so im working on a person computer because he has viruses
so I install MSE and look at the Firewall its OFF :shock:
so I try to enable it and I get error 0x8007042c
oh and MSE find no viruses because it cant fully update because of this error
so I tried theses stuff from Microsoft

method 1 finds 2 viruses
2-4 also failes to start firewall
method 3 (start manually)
when I try to start it manually it gives me
cant start windows firewall. Error 1068: The dependency service or group failed to start.
any free ACG just to run to get rid of this virus?
and Im thinking firewall may be corrupted can I copy over firewall files?

Computer specs
i5-2450m
6gb Ram
Windows 7 home pem x64
(Sony VAIO)
intel HD GPU
 
tried and I get
Windows could not start Windows Firewall
Windows could not start Windows Firewall BFE service
Windows Firewall service is not started
all not fixed
 
Open an administrative command prompt and type: netsh firewall set opmode enable. If that doesn't work, then try pasting the following commands into the command prompt window...

sc start DCOMLaunch
sc start RpcSs
sc start BFE
sc start mpsdrv
sc start MpsSvc
 
I do the 2nd set of commands (1st failed)
sc start DCOMLaunch
start service failed 1056
already running
sc start RpcSs
start service failed 1056
already running

sc start BFE gave me
type :20 win32_share_process

ran Norton trial found 4 more viruses
firewall still does not work
it there a way to manually install windows firewall?
say delete folder/files and copy clean files over?

or any 3rd party software?

Im going to VM this computer and see if I can regedit or play with some files
