My Gigabyte GTX 770 fan is crackling sometimes, when i dont play games (720-750 RPM). Also, when i start PC, there is same noise for 0.1 sec.
How to fix?
 
Is it a bearing or electrical or something sucked in and rattling around flavour noise :-/
And are you competent enough to investigate it.

Two things to determine :)
 
Can't hear it too well on my tablet but it sounds like a bearing or at a push something stuck in there that soon moves out the way.

Is it under warranty because duff bearings cant be fixed without a new fan :-/
