I ran into this with a customer yesterday on a relatively new laptop. This was the first I ever heard of it. Windows wouldn't let me download the customer's printer driver unless I first installed some app from the Windows store to disable "S" mode. Of course, the customer I'm sure didn't have or wouldn't know if they did have a microsoft store account. I'm going to suggest to her that she allow me to wipe and install a normal version of Windows 10. This "S" version seems to be an attempt to compete with Chromebooks in the educational sector and I'm guessing it hasn't flown well or I would have heard of it by now.
