whats the correct way for windows 7 64bit to see all of the usable ram ms config>Boot>Advanced options> number of processors or maximum memory  I just installed 8 more gigs of ram

It should just see it automatically...? Open up task manager and look up how much ram it shows. As far as I know, nothing special needs to be done.

I had all sorts of ram sticks plugged in many times and never had to "tell" Windows..

Maybe it's not seated correctly? Maybe motherboard has defective slot? Did you try testing with only new ram? Hmm, fascinating. Please let know how it goes?

Does cpu-z show new ram?
