Windows XP does not see keyboard/mouse

Dell box.
Windows XP Media Center Edition.
Only supports USB Keyboard

In bios the keyboard works.

As soon as I get into XP the keyboard and mouse are dead. No LED on the mouse, no caps lock on keyboard.

What do I need to do to fix this?

Additional information:

Two identical systems, side by side.
Move the hard drive from the problem machine to the good machine:
Result: Problem moves with the hard drive

driver is faulty or loading it is corrupt in some way,
perhaps run chkdsk/r on the funny drive, it will take a few hours

boot into recovery console first
