At that price point, unless they're gonna be ok using Linux, the OS ends up costing something like 33%+ of the total build cost and you're better off just getting a cheap Dell. If you just want a grandma machine, that's the way to go.

Only downside is 90 day warranty and possibly sketchy support. Dell has a machine for $249 that would be plenty for browsing and whatnot.
 
I have a Dell Studio Hybrid refurb that works great for this stuff. It is my current HTPC but has all the features I need.
