The shim is the metal surround that keeps your heatsink from potentially crushing the core. It's not on top of the core, it simply is that metal "edge" that goes around the green raised square where your core is mounted.

A lot of people removed the shims of the first Radeon 9500's and 9700's because it actually was taller than the core, so your heatsink could never make proper contact with the core.
 
But with the 9800's, the shim is lowered a little? I guess there's no reason to remove it now huh?
