I would think so, just not sure how much. I just have a geforce2 gts and everything set to normal at 1024x768 i get around 250~300ms depending on the map. With 800x600 with low settings i may get 25~50ms lower on average and somtimes 70ms lower with low quality settings on some maps. With a 56k connection probably not to much to worry about but possibly enough to be worth it to go 16bit and normal quality settings instead of maxed out.
