screen filter for turbulence

i was just wondering if a screen filter, like those in a sink for aeration, would be effective for creating turbulent flow over a waterblock.
has this been done? are there any hose fittings available with screens built in?

actually, screens usually cut down turbulence. It makes big cyclones into little cyclones.
