Windows XP won't boot into windows the second time.... HELP!!!!!!

Hello,

I have a friend who just clean installed windows xp, and the whole installation went good, but for some odd reason, after it's all done installing and everything, when we reboot it the second time, it won't go into windows, it'll just stay at the Boot Screen with that line moving on the bottom for ever, and not doing anything, won't boot into windows. we reinstalled xp 7 times now, and it does the same thing everytime, reboots fine the first time, but never the second time. Anyone know what this problem is or could be and how to solve it??
The only way we can go into windows is by safe mode now, and even when we did the roll back to the point when we didn't install anything on the windows, it still won't boot off normal. Always stays at that screen where you just watch that line go by forever and ever...

Grab a hold of memtest86 and check the RAM.

How long do you leave it? Be patient and give it 10 minutes. What is the system spec? CPU/RAM especially.

Set everything to stock speed before installing an OS.
