The C4 has tighter timings than the C5. Everything else being equal, the C4 ram will be a little more responsive. Also, the cas 4 latency gives you the ability to loosen up the timings a little and run a faster speed should you choose to OC.
 
You should get a more responsive PC with C4 times compared to C5 times. (the preformance gains are often debateable and depends a lot on the applicaiton)

As for the low end dominators.... people will say stay away from them because they are not on micron ICs. But seeming your are not much of an OCer it might not matter to you.

You may want to look at corsairs XMS2 6400 C4 "Pro" modules they have the blinking lights but best of all they have fallen in price a lot and some of them were built on Micron ICs.
