New hd not recognized in windows

I just installed a new WD 100gb 8mb cache hard drive as a slave in addition to my 20gb maxtor primary with os (winxp home). The drive is recognized in the bios and it shows up in device manager in windows. But under my computer all I see are the two partitions on my maxtor. This is a refurbished drive, could it possibly be defective or am I doing something wrong?

Have you correctly partitioned and formatted the drive? If it isn't. Windows won't recognize it.
