My system sucks too much power and my power supply needs to be replaced. I'm not sure if it is causing the refurbished Geforce 4 ti 4400 I just ordered to mess up. When I installed the new video card, I get red and green square dots all over the screen... I didn't even try gaming. Is that the video card's fault or is the power supply just too weak to let the video card function? Thanks.
 
I would say that the video card is the problem. It sounds like maybe it was damaged somehow. I would return it and get another one. I've never heard of the PSU messing up a video card this way. Someone might have tried to overclock too high or messed up by getting AS3 on the memory traces. It sounds like the memory chips might be damaged.
