Here is what you want to do.
For $149 shipped you can lay your hands on an ATI 9500 Non Pro with the L shaped memory (This is actually the 9500 GPU on an 9700 board)
Worst case situation is you get the best card out there for $150 per your request.
On top of that, odds are about 80% that you will be able to load in patched drivers for the 9500 and unlock the 4 disabled pipelines (What the 9700 normaly has) and this will turn your 9500 non pro into a 9700 non pro.
Sauce for the goose is you can also use an overclocking utility to overclock the memory and reach 9700 Pro status as well.
In a nutshell for $150 you pay for a 9500 Non Pro and end up with a 9700 Pro. This is not a 100% sure thing, but odds are very good.
The thing you need to make sure of is to get the board that has the memory chips with 2 on top and 2 on the right side of the board. That shows that the board is atually a 9700 board with 4 pipelines disabled. It also shows that it has the 256 bit memory setup which is needed to get the 9700
If you buy a 9500 Non Pro with the 4 inline mem chips then that is an honest to god 9500 reference board and you cant turn it into a 9700. You can still overclock it to a Pro no problem.
You will find that 9500 on a 9500 ref board for about $122 as most places that still have the 9500 on a 9700 reference board know they are in demand for just this reason and they will charge $14 extra for the one that is softmodable to a 9700
