I have an epox 8k7a+ and an enermax 431watt psu with 256 Mb crucial pc2100 and a AYHJA Y 1ghz t-bird. I have gotten it up to 1.53ghz and it will post at 1600 but the 5v rail is all the way down to 4.80. Do think that is the reason it won't go higher. The voltage on the mobo says 1.91v but all I did was pencil in the L7 bridges to go to 1.85v. I increased it all the way to 2.01v on the mobo but got the same result.

Sounds like a bum P/S, it cannot take the extra load. At 431 watt it should cope with little trouble, I have the same one.
