Skins for Explorer?

I'm not talking about whole new themes or something like windowblinds.

I'm talking about what Hotbar was YEARS ago (minus spyware of course). Just something that simply let you skin Windows/Internet Explorer, similar to what you get with a Firefox Theme. All i want is something that allows me to skin explorer like i can winamp or firefox.

maybe not a theme, but a windows visual style?
doesnt change everything, just the windows/internet explorer
deviantart.com has some in their customization/skins and themes/windows utilities? section

I am not sure how effective it is for SP2 or IE7. The keys do exist and seem to be the same as pre-SP2. So it might work. Just do what you need to do prior to fiddling with your reg. You know all the warnings and such, I assume.

this is really close!

Very similar to what Hotbar used to be. Not many selections, but it may have to do.
