He already has the CPU, what do you want him to do?
If you want, we can go and look up the part number on the mosfets and calculate the power that the VRM is designed to handle...

Or suggest heatsinks...and deliberately undervolt the CPU?

There are many solutions here, lets pick one.

Purchase a better motherboard maybe and sell the one he has before he burns it up? Or keep it for an HTPC which looks to be what it was made for.

Unless running Prime95 24/7 I doubt he will burn it up in normal use.
It should be easy to run the CPU at 3 GHz or something and undervolt it, possibly down to ~1.1v...

If he has the money for a new board, I am all for that, but I'm not sure if he does or not.
