Best Silent Fans?

I compiled this list to get an idea of some of the best low noise fans out there. I know there is a lot of other sources out there for this, but it was something to do at work to pass the time. If anyone has experience with any of these or would like to add I'll probably convert this to an .xml and keep it updated.

Nobody ever gives Cougar fans any nevermind?

They seem like brightly colored comparably priced Noctua-esque fans?

(as in they have draft fins at the exit and contorted blades)

I obviously like them, sort of stumbled on them but was impressed by the modern rubber mount options as well as moving to PWM.
