Steam had this as a "daily deal" for a few hours yesterday, then changed the price to 50% off instead midway which ticked off a lot of people who had put it in their cart but hadn't purchased yet (myself included).
The $14.99 deal is still available from this site. It says "Mac", but it's a Steam code and it works just fine on PC (I just did it)

It's a killer deal on a great game with a lot (but not all) of DLC included. I bought it because it was cheaper than buying the DLCs I wanted, even with the DLCs on sale.
