That has everything to do with performance though... not image quality of which the screen would be the most important factor. A solid IPS panel with a wide color gamut will produce a great picture regardless of a low end CPU or lack of RAM or a GTX 1660Ti compared to a RTX 2080 Ti..
That said, is she a professional photo editor where proper color reproduction from a monitor is paramount or is she just editing family photos?
